In the town of Khansaar, Raja Mannar trains to make his son, Vardharaja Mannar his beneficiary, but Raja Mannar’s ministers and advisors design a coup d’état by employing armies from Russia and Serbia to shoot and murder Vardha and Raja.
Vardha, along with his brother and a few trusted men, tends to exit from Khansaar. Vardha heads to his childhood best friend, Deva, who knows about his trouble and sets out to make him the uncontested successor of Khansaar.

Salaar Hindi Movie 2023 Plot
In the year 1985, Deva and Vardharaja “Vardha” Mannar became intimate partners in Khansaar, a puissant city-state governed by Vardha’s father, Raja Mannar.
After Raja Mannar, the head of the Mannar tribe controls the decimation of the Shouryaanga tribe, a mob seizes on Deva and his mother at their home, but Vardha negotiates for them and grants critical parts of his in exchange for sparing their lives. Before leaving Khansaar, Deva promises to return on Vardha’s call.
In the year 2017, a business tycoon, Krishnakanth, discovers that his daughter, Aadhya, came to Varanasi from New York to complete her mother’s final rites. This warns Krishnakanth’s old enemies, who plot to kidnap her, but Krishnakanth enlists the help of Bilal, who stops the rivals tries to grab her and safeguards her at his friend, Deva’s location, in Tinsukia, Assam. Aadhya acts to be an English teacher at a school where Deva’s mom is the headmaster.
Ultimately, Aadhya is traced to Tinsukia whereupon his mother’s dubious demands, Deva hinder the goons’ tries to grab her. Dreading for Deva, Deva’s mother intends to abscond with him, while Aadhya and Bilal are taken off in a convoy conducted by Rinda and one that is filled with the weird symbol of Khansaar.
Noticing this, Deva’s mother signals him to recover Aadhya and Bilal. He instantly forgoes the convoy, capturing the awareness of Vardha and his step-sister, Radha Rama Mannar, who has called Aadhya’s kidnapping to avenge something Krishnakanth had executed against her in Deva’s turn, seven years ago.
Radha realizes that strategizing the possibilities to pit Deva and Vardha against each other since fighting the seal of Khansaar is corruption and the perpetrator has to be murdered, a rule that Deva himself is suggested to have founded seven years ago. After their recovery, Bilal tells the tale of Khansaar and Deva, and Vardha’s history to Aadhya.
In the year 1927, notorious dacoits from the three tribes of Mannars, Shouryaangas, and Ghaniyaars consolidated their power over a region called Khansaar. In the year 1947 after the Indian independence, Raja Mannar’s father, Siva Mannar, the chieftain of the Mannar tribe, denied Khansaar to be a portion of the nation and controlled by the Constitution of India.
He marked a deal with the Indian government that kept Khansaar’s autonomy and obliterated its presence from the map. He segregated Khansaar into 101 provinces and established Kapus (governors) to control them. In the order, beyond the Kapus were Doras (feudal lords), who were submissive to the Karta (King).
After Siva Mannar’s death in the year 1985, Dhaara, the chieftain of the Shouryaanga tribe, was appointed to be the next King, but Raja Mannar seized the throne by assassinating Dhaara and killed the whole Shouryaanga tribe.
Later, Raja Mannar compelled his intimate confidants and family as Doras to head the city-state. In the year 2010, Raja Mannar’s son-in-law, Bhaarava, argued with him to reconcile with Vardha, who was dismissed in the year 1985 for providing away his region to a Ghaniyaar tribesman.
Raja Mannar controlled Ranga (whose father Vardha bribed his region to in 1985), one of the Doras, to offer his position for Vardha’s sake, and thus, Ranga was infused with anger and envy towards Vardha, while Raja Mannar’s children from his first wife, Rudra Raja Mannar, and Radha Rama Mannar, were against this judgment.
Raja Mannar temporarily commissioned his duties to Radha Rama and left Khansaar to peek over a concerning problem. To control violence in his absence, Radha Rama suggested setting a ceasefire, but her decision was fought to a considerable extent, and a vote on whether to raise the ceasefire or charge it was thought to take place after nine days.
Presently, all the Doras and Kapus brought strong mercenary troops from Serbia, Austria, Ukraine, Afghanistan, Russia, and South Sudan to usurp the throne as soon as the vote concluded. Meanwhile, Vardha diverted to Deva, who lived in Bharuch, Gujarat with his mother. Deva re-entered Khansaar and for most of the days, let the embarrassment of Vardha by the Doras and their henchmen.
However, Deva finally opposed and killed Vishnu, son of Narang, one of the Doras, as he attempted to rape a girl; started by Bhaarava, Rudra pit Narang against Vardha and led him to avenge him during the trial, rather of Deva. During the trial, an angry Deva killed and beheaded Narang for mishandling Vardha, after arguing with him not to do so, surprising all the viewers.
Vardha, Deva, and all of their associates like Vardha’s younger brother, Baachi, aides Bilal and Rinda, and advisor, Gaikwad alias Baba, were all arrested. On the day of the vote, Raja Mannar unexpectedly went to Khansaar and voted to resume the ceasefire, in rage of Vardha. However, Vardha, with his deciding vote, voted to close the imposition of the ceasefire.
Instantly, everyone risked their claim to the throne; Vardha, after beating drug-addicted men sent by Ranga with Deva’s help, broke out of prison and destroyed Ranga. Raja Mannar revealed to Radha Rama that Bhaarava hailed from the Shouryaanga tribe and was one of the few people who survived the massacre of the tribe in the year 1985. Elsewhere, Bhaarava and the military of the surviving Shouryaanga tribesmen promised vengeance against Raja Mannar for the genocide of their tribe.
Rudra hooked hands with his maternal uncle, Om, for the throne. Bhaarava’s caught associate, Dheru, exposed to Raja Mannar and Radha Rama that Deva is Devaratha Raisaar, the son of Dhaara Raisaar, who was the head of the Shouryaanga tribe and believed to be the next king of Khansaar in the year 1985. Simultaneously, Vardha managed Deva as his Salaar, just as his followers understood that he is a Shouryaanga tribesman.
